Behind every successful less-than-truckload (LTL) freight shipment is a standard you can count on—and that standard starts with the Freight Classification Development Center (FCDC).

The FCDC is the expert body that creates, maintains, and refines the classification provisions of the National Motor Freight Classification® (NMFC)®—making sure the system stays accurate, consistent, and responsive to the needs of today’s freight industry.

Who is the FCDC?

The FCDC reviews and evaluates everything that affects LTL freight classification, including:

  • Commodity classifications and descriptions;
  • Packaging requirements and performance standards; and
  • Rules and guidelines that keep the shipment of freight consistent and safe.

Through data, research, and industry collaboration, the FCDC ensures every change to the NMFC reflects real-world shipping conditions and advances in how freight moves.

How Proposals Work?

Anyone—from individual shippers to entire organizations—can submit proposals to the FCDC for review. The FCDC also develops its own proposals to update or clarify NMFC provisions.

When submitting, include supporting information about your commodity, packaging, or rule—especially details that highlight its transportation characteristics. This ensures your proposal is reviewed efficiently and accurately.
